Graham's career over the past 29 years has reflected an individual of dedication, passion and deep commitment to public health service. As Medical Officer of Health for the Middlesex-London Health Unit and past MOH at other health units, Graham has led on many local and provincial public health issues, including violence against women, tobacco by-laws, violence in hockey, bullying in schools, and cancer prevention. He was the lead in the development of the widely used RUCS (Routine Universal Comprehensive Screening) protocol to identify women abuse and has taken a local lead in involving men and boys in the prevention of violence against women. Graham has shown exemplary leadership in his response to a variety of health protection issues related to both communicable and non-communicable diseases. This has included a large investigation into HIV exposure and mass meningococcal, hepatitis A and pandemic H1N1 vaccination campaigns. Recently, he conducted a large blood testing study of PCB levels related to occupational and recreational PCB exposure. During these urgent events, Graham skillfully balanced the need to not only ensure the best service to the community, but also ensure that the health unit staff were well supported in their efforts. His intuitive sense and knowledge of politics and governance is highly regarded by peers and has led to many invitations to local and provincial tables such as Cancer Care Ontario and the Expert Panel on the Review of Meat Regulatory and Inspection Review. At alPHa, he served as Chair of the Council of Ontario Medical Officers of Health section from 2005 to 2007. He remains a strong supporter of upcoming public health professionals, having led teaching health units in Middlesex-London and North York.
